IODA is the application developed in-house by ANRU to manage contracts and grants. After the first two modules went live, the Agency was preparing the third, with training to run for 130 internal staff and 1 500 external partners, whose roles and uses have nothing in common.
An external partner does not open the application every week.
The assessment rules and the expected documents are not retained after a single session. And opening a training environment for two such different populations would have meant maintaining it, resetting it and funding it.
